Classic How do I fit front mud flaps

Searched just about everywhere I can think of, including my parts book and workshop manual, cant find any info on fitting front mud flaps. !988 4 door.
If I was in the uk I would have a chat with my friendly local indie, but out here in the sticks there is no such thing, so a bit stuck.
I have the flaps and the mounting brackets but there doesn't seem to be anywhere to bolt the brackets to.
Do I have to drill holes in the floor? don't really want to do that but if I have to I will.
As far as I can see on tinternet they should sit around 50mm or so in front of the front door leading edge, can anyone confirm that please?

just found this small excerpt , don't know if it's any use

They fit roughly level with the end of the sill, slightly ahead of the chassis outrigger and bolts through the floor in 3 places.
