Hicap fuel filler hose Q?!

My 130 hicap is leaking a tad from the bottom of the fuel filler neck/hose.

I have not taken a pic yet but the main filler hose that connects to the body joins into a metal pipe of the same diameter (this has metal breather that comes out of it but it has been blocked off with a piece of hose and a bolt!)
There is then a 2" piece of rubber pipe that joins this piece of metal pipe to the metal pipe that is part of the main fuel tank.

The 2" piece of pipe looks bit of a bodge, although neat enough, just doesnt look right.

Ordered a 130/hicap rubber hose expecting it to connect the main opening/filler neck in the body all the way to the tank. It doesnt!

It is only long enough to join to the metal joiner sleeve that has the blocked breather hose?!?!?!?!?

Can not find any reference to any of the extra parts, local bearmach are really helpful but exploded parts diagrams were of no help.

Anyone have any ideas or had previous similar issues?
 
Here are some pics of the situation on my 110 HCPU. Don't think there would be a difference there between the 130 and the 110.

Can't get really good pictures because the camera a tad too big to fit under there.

First pic (FUEL1) shows where the filler hose and the vent hose are joined near the filler cap

Second pic (FUEL2) shows the filler hose attached to the tank, the vent hose goes over the frame.

Third pic (FUEL3) the vent hose attaches to the top of the tank but about 2 - 3 inches before this is a relief valve joined into the vent hose with a T shaped whatshalwecallit.

Fourth pic (FUEL4) at the end of this rubber hose is a bend piece of hard plastic that is spitting out minute amounts off fuel ... Supposed to be a one way relief valve for the fuel tank. On my truck it is hooked to the support of the load area.
