help

hi guys can anyone help my freelander sometimes wont start if its been cold or wet overnight.if its left for a few hours it starts fine. its done this twice in the last month it a year2000 petrol .its do for a 60,000 mile service very soon could this be why. bad plugs or something. also my rear wiper wont work the wash wipe works ok just not the wiper could it be a relay or a switch or should i replace both . anyone got a working switch/ relay i can buy???? any help please
