Help with 98 TJ Rear Seat brackets

Hello all. New owner of a 1998 Wrangler here. I took the back bench
seating out of the vehicle and now i want to remove the brackets that
held the seat in. Apparently these bolts are extremely rusted because
they are not budging far at all... already broke the head of one of the
bolts and so i'm working on the others with kid gloves. I'm spraying
this rust dissolver stuff i got from autozone on and around the bolt
heads... have been doing this religiously for a couple days now every
couple hours. Using a rachet wrench to turn them... (let me know if
that is a bad idea or something because it is all i have for the
moment)... both bolts on the other bracket (not the side with the
broken head) have turned slightly with a good amount of force...
enough-so that the bracket will rock slightly. But they are only
getting tougher and tougher to turn. This is what happened with the
previous bolt that broke after a little more pressure. I do not want
to break another... the one will be a b**ch to remove as it is. Any
help would be spectacular... thanks!

Jeep used glue or thread seal on some of the the body bolts. The ones I
have encountered needed a torch to melt the crap, then the bolts turned
out easy. Figure on painting the brackets if you ever want to use them
again though.....
