What have you tried to do with the cable ?
Which cable (there are two) ?
Are the arms on the heater itself free moving ?

As above, you need to find out if the cable is rusty or the mechanism on the heater box.

Take the cable off, don't lose the clip, squirt a release spray of your choice on it, slowly move the mechanism back and forth until it frees up, hopefully.
