Headlights staying on when engine off

i am having an issue with the headlights staying on when I switch off the engine on my tomb raider defender. The rear lights are off and so are the side lights. I have removed the fuses and they are still on. Is this a relay issue and how do I fix it.

Is it an original factory tomb raider or a later copy?. The originals are quite rare. I remember entering a competition about 22 years ago to win one with wheatabix.
