Handbrake sticking on....

Now then, I hope some one here can shed some light on this problem I have with a sticking handbrake.....Firstly, the handbrake lever only comes up by a couple of notches, and we have replaced both handbrake cables, yesterday whilst on route back from Swindon to Lincolnshire the N/S rear brake was stuck on and I had to take off the drum (very hot) back off the handbrake adjuster then continue. Now this happend a few months ago but it was the O/S thats when we had the new cables fitted, the car is used most days for work ect so this problem doesnt happen ALL the time, the garage says it could need new drums?? its in for service next week, what do you guys think ??
 
There are three raised dimpled pads pressed out on the backplate where each shoe sits against. These rust & cause the shoes to stick particularly on the days when it's raining. Only cure is to strip the shoes out, clean off the rust & apply a thin smear of copperease to each pad area. The other thing you need to do is clean & lightly copperease the handbrake pivot while everything is stripped out
