fuel leaking back

i have a 51plate freelander td4 gs, it struggles to start till i pull some pipes off and force the fuel to come through the filter i have changed the filter and the black box on the top of it but when the car turnes off i can hear all the fuel fall back into the tank. is this caused by the fuel pump under the benet being bad?

Are you sure both low pressure fuel pumps are running? There's one in the tank, and another in the engine bay, next to the filter. Both must be running correctly, or the engine won't start.

how can i check the in the tank? and the one under the bonet makes a loud noice i can get it started by taking the pip off that is conected to the outgoing on the top of the fuel filte and waiting for fuel to start coming out then putting it back on. but doesnt last long
 
The primary tank pump should supply fuel to the secondary engine bay pump, so if no fuel is being pumped to the secondary pump, then that points to the primary in tank pump isn't working.
 
Hearing it running is a good start. Remove the cover plate under the back seat, so you can access the pump/sender assembly. Then get a helper to turn on the ignition, while you listen for the pump running.;)

i can hear the pump running and can feel from the pipes that fuel is travling through
 
So what you really need to do is to get hold of a diagnostic device that can read the pressure data from the EDC (engine ECU), as you need to know if there's insufficient low rail pressure for the EDC to initiate injection, or if there is enough low rail pressure, you need to move your investigations to the high pressure fuel pump.
 
As above if fuel is traveling to the under bonnet pump ok, then check that fuel coming out of the UBP into the low pressure pump on top of the fuel filter is free flowing without any splutters, do this by removing the fuel line put it into a bottle/jug what ever, get someone to turn the ignition to II and see if the flow is ok. report back
