Front door sill brackets

Mine are a bit rotten, going to try and weld patches in or make new from stock this weekend. Mine don't seem to have been attached at the front. Am I right in thinking that they should be bolted to the bracket that hangs down at the front?

The very front has two bolts up into the bottom of the wing then the first bracket bolts on the door pillar.

Cheers, whichever numpty last looked after this motor really didn't like putting bolts back, surprised its not fallen to pieces yet...
