I would suggest the vehicle has a diagnostic check carried out for faults in IPK or ABS.
My FR2 is on its fourth instrument pack at 20,000 miles. When out of warranty they are approx £800.00
Its possible that is a faulty instrument pack but is the ABS working ok ?

Yeah definately sounds like an IPK failure, since ABS failure would bring on lights normally.
