Freelander Loss Of Power

Hello,

I need help. I have a Freelander reg yr 2000. About 2 weeks ago i noticed that it was loosing power and would not go beyond 70mph.I step on the gas till the floor and it will not go beyond 70. I have read on the forum people who have had similar problems saying its to do with the turbo. Mine has gotten worse because the turbo does not kick in even when i am driving at less than 70mph. I can feel it whinning and failing to kick on acceleration.
Can someone help. Without my car i am doomed.
