Engine bay noise

Morning all When the engine is running i can hear a humming from the engine bay like a fan running. Checked the fans and they werent on. When i turn the ignition off you can still hear the humming but also a beep (constant beep) as well Have only noticed this over the past few weeks as the weather has got colder. After a minute or so after turning ignition off it stops. This usually occures when the car is started up from cold so hoping its some kind of automatic choke sounds but if anyone could shed some light for me that would be great

The days are getting colder,
