The drivers seatbelt on my disco 2 is a bit tatty. I thought I could source a passenger side unit that's likely to be less used, and fit it to the drivers side. Are they the same and is this sensible??

Don't see why not.
For a while I swopped the two front seats over on my Disco 1. Adjusting the stuff wasn't easy but the seat was more comfortable until I stripped the original Driver's one down and found out how easy it was to mend the lumbar support.
This may or may not have meant that the seatbelt fasteners were interchangeable.
But this should be the only thing you need to check. Unless the rollers are handed in some way.
