Discovery 3 Stuck throttle

Hey, i have a Discovery 3 TDV6 the throttle sticks on intemittently whilst driving thus increasing speed. I have cleaned the throttle body and mass airflow sensors but no change....does anyone have any ideas??

I would start at the pedal end, engine will only do what the pedal asks of it.
If you have access to diag kit you can see what percenttage the throttle is reading.

The flap in the intake is for the emissions kit, many cars are running with this removed.
