Fuse 14, 10amp, reversing light and glow plugs according to the manual. Blows immediately. No obvious fault with reversing light. Is the fuse protecting the glow plugs, or just a dash light? No issues with starting so assume slow plugs work ok

Does it blow when the engine starts or when the reversing lights are engaged? Have you looked at the reversing lights bulb housing and contacts to check for corrosion or any reason for a short to earth blowing the fuse?
Usually if there is corrosion on the contacts they can short between eachother which can blow a fuse.

Blows when I turn the ignition on, prior to turning over, not in reverse gear
 
Get a hlamp bulb, put two wires to bulb with male spade connectors (might need trimming) fit connectors into fuse slots, ign on and dead short will light the bulb up, keep unplugging stuff until the bulb goes out.
If not sure there will be vids on youtube.
 
Is it possible you have an internal shorted glow plug? When were they last changed and is any wires rubbing from the fuse holder to the glow plugs?
