Clutch Pedal Question

I've stripped down and re-assembled the clutch pedal box including new bushes. The pedal feels a little stiff to move but it moved ok with no sideways slackness. Upon re-fitting it to the bulkhead and re-fitting the spring to one of the upper fixing bolts and with no clutch fluid yet in the master cylinder, the pedal won't return on spring tension alone. Is this right? Do I assume that once clutch fluid is in and bled that hydraulic pressure will push the pedal back home?
 
No,the master cylinder will provide little pressure at the end of the movement.You could try two springs until use frees it up but if that dose not do it then it's take it apart again time. Using as is would be like riding the clutch pedal, not good.
