Chassis/bulkhead swap - Steering column too long ? Eh?

I'm cracking on with a galvy chassis and bulkhead swap, I've hit a snag and am proper struggling for a solution.

Basically - steering column is now too long...

Summary:

1) Rear tub right against back bumper tabs as far back as it can go and sits nicely in place.
2) Bulkhead spaced with one washer on outrigger and gives correct door gap ( maybe a little tight but was trying to get bulkhead as far back as poss due to the column issue)
3) Steering box can't move as pre drilled in chassis for the four mounting holes.
4) Upper steering column etc all in place ( can't go anywhere different anyway)
5) Tried every way to locate the upper and lower steering column UJ's ( both new) tried them all ways.
Can't get steering column to line up, and the collapsable joint is almost coming apart.

Its a TerrainTech galv chassis and galv bulkhead - with genuine 200Tdi 90. Yep UJ's are identical to the ones that came off (NRC7387 & NRC7704) and are right way round though I have tried all sorts of ways.
I can only conclude that steering box has been jigged in the wrong place - everything comes from rear bumber tabs/bumber as a datum point and works forward. Tub in right place, bulkhead must be about right as door gaps are about there. Unless the Galvy bulkhead is much thicker - moving the engine side of the bulkhead steering column mounts forward, (Doubt this is the issue as cab side all fits as it should) I can't see what else it can be...
