Every place I tried that, I ended up paying the sales tax in the state
in which I ultimately registered the vehicle. Careful planning on your
part can mean lower expenditures, but you won't get off completely
free.
Call or visit the DMVs in the states involved and get their specific
truths first.

Yes, but only if you are a "legal resident" in a state that doesn't
have a vehicle tax. For me, I was an Oregon resident for my 20 yr
career. I bought vehicles in WA and MA and registered them in OR,
tax-free, without any hassles. (I attempted this in TX, but the
dealer was a dunder-head and couldn't figure out how to do it, so I
ended up paying some tax on that one. Didn't legally need to though
and should have found another dealer.)

You can't just change your residency at will though and will need to
provide some type of mailing address and obtain a license from there.
Most people I talked to either came from a tax free state originally,
or when they were stationed in one, changed residency then.

Kinda depends on the states involved. If you establish
civilian residency in one state and have a drivers license
from that state, it is good in any other state and so is
a vehicle license plate from that state. This applies
whether or not you are currently stationed in that state.
A coupla gotchas in that if you are under 21, some states
will not allow you to change residency *away* from them.

The hard part is getting a dealer who knows how to help
you with the out of state registration and taxing.

You should be able to check the relevant state laws with
the states involved as well as asking the MP's and JAG
office at your base. The JAG can also warn you about
states where the local cops are not aware of military
licensing issues and will ticket you anyway.
