... where it should be and whether the car is safe to drive? It was found dragging on the floor under the engine of my parents' 2004 Freelander tdi.
They aren't keen to spend a fortune taking it to the local Land Rover dealership to find out as they are about to sell the car to get a shiny new discovery.
Any ideas?

Probably the crankcase breather. Not sure why there is a filter attached to it though. It was probably clipped somewhere out of the way, just re secure it with a cable tie.

it's the turbo vacuum solenoid filter
secure it near the top .. to the ird breather pipe ..
( nearby narrow 'hooked' pipe )
one end of the filter being left open to the atmosphere ..
it keeps dirt out of the turbo solenoid ..
don't leave it where it might get wet
change the filter every 12k miles / yearly .. or so ..
don't remove the filter 'n leave it off ..
as that will cause the vacuum solenoid to screw up / stick

Thanks all! So it should be clipped on to the hook shaped thing in this picture? But just clipped on rather than fitted to the end of the hooked pipe?

The clip is on the rubber pipe. That clip, clips to the metal pipe, so the filter can hang loose. It's a crude but effective way to keep it out the way.
