It doesn't mean a new bulkhead is required, but it does need some attention..
Heres what I would do.
I'd remove the grab handle and the wiper motor cover.
I'd remove the cover over the door strap.
I'd remove the internal plastic cover on the A pillar and the carpets from the footwell.
Now we can see if there is any rust damage in the footwells in the corners near the A pillar and near the gear tunnel.
If there is, attack these areas with a wire brush, coat liberally with a 'rust eater' of your choice,
Back to those bolts. The are holding the windscreen frame onto the bulkhead. The bolts are part of (what looks like) the hinge on the outside.
You can loosen these and 'carefully' remove the hinge by pulling it away from the front.
There is a shaped stengthening plate on the inside.
You will see that the through holes are larger than the bolts ...
Clean it and the internal area up and apply copius amounts of the rust eater nto the holes.
Once dry (next day) paint wih a primer.
Fit a new gasket to the hinge with some sealant (I use Hylomar blue) and the liberally coat the bolts with silicone or RTV sealant, so much that when your put the hinge back in it pushes the sealant though the holes to inside (proper messy).
Tighten it up, clean off the excess silicone and paint.
You need to let the rust eater do it's job and dry thouroughly - it takes at least 12 hours ....
I use this as a rust eater, there are others available.
