ABS engages when vehicle is stopped

I have an 04 Defender 110 td5. Every once in a while as soon as I turn it on the ABS pump engages. The breaks prevent the car from moving and there is a loud ticking sound. I have ran the scanner, unfortunately when the problem was not showing up, but it revealed no error messages. Sometimes the problem persists others if a turn it off and on again the problem is gone
