4x4 not engaging on 97 Jimmy

I recently purchased a 97 Jimmy and found out that the front wheels does
not engage. The shaft from the transfer case does turn once I press the
4hi or 4lo button in which they illuminate. I noticed that the cable end
that looks like a speedometer connection that goes under the battery rack
is kind of loose. Is there a way that I can manually engage the front end
until I get that inspected. I kind of think it can be the actuator or a
vacuum problem. What is the purpose of the black plastic thing that is
attached to the driver side at the bottom of the hood? Does this has
anything to do with vacuum? Any help regarding what to look for in order
to have my 4 wheel drive system working would be greatly appreciated.

You can replace the "massively" faulty system with a pull cable, kit runs
like $185 installed by most places. You can actually run 2lo then with it.
Very cool setup.

The only thing bad about that setup, is that the linkages to control
it are exposed to mud, snow and ice ans under the right conditions
they could jam up and not work. It is a shame they did not come up
with a method that protected it from the elements. 4lo would be
possible with other system with the simple addition of a cutout switch
or relay.

Thank you very much Kenner & SnoMan for your input. I will also try and
tightened that cable that hooks to the axles and goes under the battery
rack and see if that will engage the front end. Would you know where I can
find that cable kit in Toronto, Canada?
