throttle shaft on injection pump, is only needed for egr ,can be left unplugged if you remove or block egr valve

My Tdi 300 has stopped will turn over but no go. My model has immobiliser.... it made a ticking noise before on ignition turn on now no noise...could this be the fault for no starting? And where is it situated??
