2001 cold starting

need help i have 2001 range rover 4.6 hse with 19000 klms its like new i have had it 3 months it is currently at the dealer in toronto canada it will not start from cold they have replaced the fuel pump twice and also fitted a new ecm it has extended warrenty so cost is not an issue they have had it 3 weeks it looks like it is getting worse as the weather gets colder any advise would be of the utmost assistance
