12/24v FFR - What does this thing do ?

I'd like to start putting some gadgets (GPS / Ipod / CB etc) into DORA, and aside from wondering how this 12/24v system works, I've absolutely no idea what this thing is or does. It's attached to the passenger footwell side of the battery box. It's got a screw off connection of some sort. Can anybody offer some suggestions please ?

i ferget the reet name fer it but it takes a huge fook orf cable fer starting APC's and the like. i don't recall them being fitted to landies thou, so maybe some one has just bunged it on cos they had one lying about. if you don't have the cable to plug into it , nor another vehicle with the same socket yer might as well take it off and stick it on ebay
