You could do a body swap to a fender and all would be perfect Alternatively Get someone to wobble the wheel and inspect all the linkage and the rubber thingy, more likely to get wear there tbh. Linkage is just above the box

Sounds you have some metal to start the job nd have an idea how it should look. You could do what the Dutch feller in "my motor" is doing or you could find the closest bulkhead and make do n mend. Never seen weld in patches for this.

Quite a few do the over sills cut out and re weld as required. Rust remember though once you start digging it will be far worse than it looks now.
