    Can't really help you with manufacturer, do look a lot like a compomotive design, the b 1570 y bit is probably the design code 'b' is for wide 1570 is the loan rating 1570lb and 'y' being the speed rating?

    Think you can put a longer stud/bolt in aswell as there will be some thread left below the original stud/bolt ( just a thought that might help )

    Unfortunately I'm too far away to help out, sounds like it may be rocker shaft broke, usually due to stud pulling out of head, I'm only guessing though of course, hope you get sorted, I'm sure there's someone closer that will help

    If you heat the spigot with a blowtorch it won't tanker enough heat to damage the seal never mind the bearings, you don't near that much heat, you'll put enough heat with a angle grinder anyway

    The spigot has got a locking sealant on it, heat it up to break the seal then use a bolt down the threaded centre, as you tighten the bolt it will push the centre spigot off
