You need to clean and tighten the ECU earth connection if it does it on a regular basis. Also make sure the battery cables are clean and tight.

Some cheap rotor filters bind when the filter hosing is screwed shut so they never spin. I have found the central brass bearing is just a tad too long on some of the cheap filters. You can file them down or if you are posh machine or surface grind them but make sure you get all the metal filings...

Be careful with non genuine rotor filters as often the brass central bearing is a tad too long (about 1mm) which causes the rotor to bind when the lid is screwed shut. If it dont spin it dont filter.
