Just buzz back to clean metal, degrease, use an acid etch/zinc U-POL primer, then finish with a few coats of your preferred paint. Buzzweld or U-POL Raptor are both excellent. I would not powder coat.

Do not cover over with checker plate. Treat the problem.

It'll be fine. For belt and braces tie a small rachet strap in two places around the lower spring coil onto the axle tube...and just drive gently.
