Looks like maybe an aircon pipe...
Sorry for poor picture quality. It's the tube hanging down (on the front driver's side) with the longish, thin nipple on the end.
It does leak fluid (blue tinged water) but at a loss as to what it is.
Disconnected O/S headlamp washer hose complete with NRV i should think. What colour is your washer fluid?

Ah, that makes sense, yep, washer fluid is blue.
Had a look at the O/S wiper arm and the small rubber feed tube is missing including the connector on the base of the arm being broken.
