Historically I think that has been the case, but I think GLASS have got it together a bit more this time.
My reading of it was that they are playing a waiting game, as there is currently no threat in the dereg bill. Fear seems to be that antis will introduce anti vehicle amendments at a late stage in the proceedings, once the threat is thought to have passed.

I suppose that makes sense, a more proactive approach might pay off though.

Currently the horsey folk are considered to be on the side of the antis, I've never been sure about that. Horsey folk get just as much abuse for using bridleways as it seems we do for using green lanes. Many feel just as threatened and have done for years.

Difficult o lobby against amendments that haven't been introduced yet!:DCould cause upset among legislators so they switch off when the real amendments appear;)

The horsey types have to control a large dangerous animal as well if someone is shouting at em.
Sad to say, my own feeling is that all groups, 4x4, bikes, and horses, do make a rod for their own backs by excessive use of trails in unsuitable conditions. Hosses can make a hell of a mess from a walkers point of view. Most byways round here get a lot more horse usage, and mountin bikes these days, than 4x4 and bikes together.
