If it's over-boosting, before you change the modulator check that the wastegate is free. Give it a good squirt of Duck Oil and work it backwards and forwards with a pair of grips.
 
It revs to approx. 3000 and then does that cutting out malarkey thing! I plan to slowly start cleaning sensors as well as finally get around to fitting the EGR! Good advice about the wastegate itself - I kinda forgot the obvious!

That's exactly what our auto was doing. I replaced the MAF sensor, then the modulator, and was beginning to think it was a gearbox fault, so I took it to Keith Gott Landrovers and they just freed off the wastegate.

That was about 2 years ago and was fine until it did the same thing again about 2 months ago. 5 minutes work and it was fixed again.
 
Also check the 3 vacuum pipes coming off the Modulator the one going down to the metal turbo pipe tends to split at the turbo pipe end.
