edit....but if its really small <750kg it doesnt need brakes at all
My mate tows a stupid Smart car on an A frame behind his motorhome, the braking is done by an electronic gizmo that attaches to the brake pedal of the Smart, I don't know where the other end goes in the Motorhome though.some of these towed microcars come with a seperate electronically controlled brake which basically applys pressure to all 4 brakes. They are legal if its the proper piece of kit.

I understood A frames were outlawed by the EU some time ago except for short distance recovery.
