I have found a company that makes bespoke bumpers, so I will contact them tomorrow and see if they can manufacture one with a swing out carrier.Why when you have an internal one ? which holds a full size spare. also where would could you add it to the car ?

Rather than making the whole thing, they might be able to make up some brackets that adapts one of those to fixing points on the Freelander - if there is anything suitable.
What I would say though is that swing away spare carriers are many more times suited to side opening doors. They can swing together with the door or independently by itself. If you just want to get something out of the back, you simply open the door as far as you need and grab it - the spare is of no hindrence. With a top pivoting door, you will ALWAYS have to unlatch the spare and swing it away fully before you open the rear door. It will be a right palarva and at times may not be possible or dangerous to do so. There's a good chance it will be illegal as well - the Freelander 1 has the main lights in the bumper because when the rear door is open, the spare hides lights on the wing.
There's a lot to consider.
Don't know what the F2 is like, but on the F1 (K and L Series at least) there is a huge amount of empty space in the top of the engine bay, dunno if a bonnet could be adapted so a spare could be recessed into it to some extent.

What you need is an Acme inflatable 1 Ton weight. Will fold up in the glove box and when you get a flat, just inflate it and plonk it on the opposite corner of the car to the flat.

That'll hopefully change with time - MuddyMods I think already do a lift kit for the FL2I am finding out the hard way that the 2013 FL2, is the least aftermarket friendly LR of them all.....not a whole lot of options out there .
