Which one of these pictures is correct for setting up the timing marks before removing the cam belt the photo is lifted from another site showing how to change the head gasket and the illustration is from the k series engine overhaul pdf.

The drawing looks more logical to me...why would you have alignment marks that are only in the right place if they are slightly out of line..the instructions on the photo say that the marks should be in-line with the centre of the pulley bolts...
 
as in the diagram but you need to ensure cam roll pins are in the right slots ie inlet cam in inlet slot ex in ex slot
 
Either way makes no difference.

The crank turns twice, for every 1 turn of the cams.

So both ways are correct for doing the belt.

The photograph is correct for removing the cylinder head, as it prevents the cams from having to be turned
 
If the head is staying on then line the pulleys up as per the diagram. The belt goes on relatively easily if everything is lined up accurately. If those pulleys are out of their alignment by a wee bit, then getting that belt on the crank pulley turns into a wrestling match. Go back and check it all lines up. The pulley marks align with the cam carrier joint to the head, it's that line you see behind the pulleys. You can check it with a small hand mirror.
