YOU NEED TO RING/EMAIL THE COUNCIL ROW TEAM.
Get them to clarify it for you, that is the only sure fire way to know. A Glass area rep will probably know also, but there not official in the eyes of the law.
This is how we end up in the situations we are in now with TRO's and closures. People are not educated properly in how and where to find lanes and if there drivable.
