It could be tappets, but it could also be that the cambelt has stretched/slipped and is affecting the timing.

Do you know where to find the vacuum pump? This can make a noise very similar to worn tappets.

Is the cambelt easy to change ? and the vacuum pump, is that the lift pump ? I just changed that :)

The vacuum pump is a separate component, on the same side of the engine as the lift pump but below it. It generates the vacuum that helps to operate the assistance for your brakes.

Cambelt change is easy on a TDi but you do need to special tools to do it safely, especially first time.

When you do the job, my advice would be to get a kit inc the tensioner and idler and replace them at the same time.

Good luck
