Rubbing down a bit of rust I ended with bigger problem:D. Below the rubber protector strip is rotten too, so how do I get this protector off? Is it riveted on?

No those ones are arses to get. If you look at the rear of the bumper you'll see two large bolt heads think they're 17 or 19

Far easier to undo them ones
 
they're on the outside of the chassis rails next to the light cluster :) cant miss them mate

Just looks like a large tab with a bolt through it and if you undo them the bumper wont fall off either it'll just sit on the chassis rails then you can take it off after
 
You need the bumper off to remove the plastic strip, as half the push in plastic rivets are hidden by it.
 
Just to re-iterate a question made here, is that plate riveted on?
to remove it to make repainting a bumper easier to I just remove the
grey studs? (would like to re-use it)
 
If you remove it you will need new rivets I have left mine off as it traps water and I have a massive crater of rust. Will take pic now.

To the right you will see the first holes marking edge of step thing to the left the start of the rusty crater almost invisible under that step.

Not that bit I'm talking about, SM V8. It's the bit that runs along the full length of the bumper. I never even thought about under there.
