Have checked the relay and it is pulling at only 8/9Lbs of resistance with 12Lbs being the minimum, so it will need to be replaced. I did notice the arm dropping very slightly as it was turning, not the body just the main spindle so OUT it comes. Incidentally the modern Relays do have a drain plug of sorts, it is one off the seal retaining bolts. I have the details some ware, cant remember off hand and will post it up.
 
Be careful where you buy a new relay from as some had shafts made of cheese.
I bought a Santana manufactured replacement shaft and rebuilt mine.
 
A long overdue update for anyone reading this post. I eventually fitted the rebuilt steering box, (not to difficult a job) With the new box in the steering was much, much better, I finally took the original box apart and found it needed new bearings. This seemed to be the biggest cause for wandering steering and has made the biggest difference. So I noticed today a brake squeal and slight vague steering, which I have found to be bearing play, a lot of bearing play so out with the tools again.
