This is really 2 issues.

First is that the washer ok the rear wiper doesn't spray onto the glass: it sprays straight across parallel to the glass and off the sides of the car. Got my wife with it by mistake haha.

Second is the the wiper blade doesn't wipe the whole of its arc - it misses the top part. Its annoying.

I already replaced the whole assembly.

Any suggestions?

As you're probably aware, the jet on the rear wiper is built into the wiper arm, as is the feed pipe. Maybe the jet is missing.

The second problem where the the wiper misses the top of it's arc is well known. I don't think that anybody has really come up with a definitive answer, it could be incorrect spring tensions, but you say that the entire assembly has been replaced. It could be something like wear on the drive spindle or its bearing. Other than that, all I can say is I haven't found a way to fix the same problem on mine either.

On mine the wiper arm is plastic. I heated it up with a heat gun and adjusted it slightly. Now clears the whole arc.

Oh, it definitely has a jet attached; it makes four perfect streams in a brilliant looking X - just none of them actually hit the glass.

That sounds like something worth trying. I'll get the gun out and see how it fares... carefully haha.
 
Hi, Might be worth taking the jet off and giving it a good clean to make sure it's not blocked, considering the amount of muck that gets thrown up at the back. Re the sweep area, do you have a genuine LR blade?
I've read several post where after market ones don't clean as well.

Its brand new, so definitely not blocked. But its also not genuine, so that could be part of it. I don't know if the one I took off was genuine or not.
