Hello guys, can anyone tell me if this freelander has the right back-light set up? Should there just be the lights on the bottom or should the brake lights be on too?

Lower lights are indicator and tail/brake lights. Upper lights are reversing and fog lights. Plus high level brake light.
 
So the two red lights mid way up should be on full time when the lights are switched on? As they arent currently

As per the post above - upper lights are reverse and fog lights so won't be on with the sidelights - you need to turn on fog lights for them to work
 
I think its like that so the spare wheel doesn't obscure safety lights when the rear door is open (or I suppose the door itself).
 
There is a fairly simple mod' / grade that can be done to turn the reverse lights into extra [high level] indicators and the fog lights into extra tail and brake lamps. You then turn the lower indicator lenses into reverse lamps. Of course you need the amber /clear lenses to achieve that.
Personally I duplicated the lower lights in the bumper to the upper position and added a pair of super duper cree LEDs in my upper light pods as my reversing lamps.
