I'm new here and am familiar with the flapper system as fitted to the Rover SD1 Efi cars. If your system is similar, then from your description including wet spark plugs and refusing to fire, it sounds like gross overfuelling.

Two main causes can be:

* Cold start system remains on after cranking flooding the intake with fuel..

* ECU faulty, Ditto.

Other things such as blocked fuel return line from fuel pressure regulator, blocked air filter, malajusted AFM (flapper), throttle pot eletrically noisy, etc, could be considered.
