just bought a OBD11 reader. Checked my boost in 3rd gear up a big hill. spiked at 15.8 but as a rule very rarely got above 14. What do you guys think? FYI, I still have not checked the actuator, been busy (read lazy !!)

that may well be your problem! :) It may just need adjusting or you could have a leak at one of the hoses or the intercooler and/or exhaust could be a bit blocked.
 
Mine is more than that. Peak 18.8 and dropped to 17 ish.

Goes over 14 very easily.

I'd get all off the hoses off and checked, check the vacuum hose that runs from the vac reservoir to the solenoid. Check the turbo vent filter has one end free to the atmosphere.

I have 2 settings on my Scangauge 2. MAP or Boost.

On Map at idle it registers about 14. something, and peaks at over 30.

On Boost at idle it is 0 and rises to low to mid teens. Can't remember the exact figure as I was paying more attention to the idiots on the road :D
 
I think both are psi, just one is the turbo boost which starts at 0, and the other the actuarial pressure,which at idle is I think 14.6psi.
 
just a thought,but a similar problem to yours happened over in a Jaguar forum,turned out to be delaminating turbo hose.The hose apparently looked fine but was found to be closing up during use but otherwise looked fine.The inner rubber was squeezing shut during the vacuum.
might be worth a very close look at if and when you take the hoses off again,costs nothing to look.
