If it intermittently went from lining the tube wall to being a say 90 degrees, it would have impeded air flow. If it started spinning in the flow, who knows what effect it could have.Maybe it just moved from lining the tube wall to across the tube at some point when going over a bump for instance.

Not that I have seen. Maybe the previous owner put that metal section in due to the pipe delaminating? Personally I would replace the pipe.Possibly a daft question. Are there metal sections lining the intake pipe?
Looks like the onethere is a metal ring in the inlet pipe over the engine where the pipe goes into the plastic ipe that goes to the turbo.

Yes definitely the metal ring from the air inlet pipe. The section it was supposed to be in was no longer round having developed a flat section, I'm thinking that this would have acted like a hole or split in the inlet pipe hence crappy performance. Obviously my eyes are painted on as didn't see it when stripping it down. Hey ho I'll reassemble the thing abd see what happens. I'll let you know.Looks like that's the animal.
