I would suggest the second one. It the slowing down bit that lends it to be the crank pullry. Viscous fans don't tend to rattle unless they are hanging off. It's easy enough for someone with the right tools to remove the viscous fan and try it. I'm keeping my money on the crank pulley.
Serpentine type belts have a self tightening effect by virtue of the way they are run, the tensioner is there really to take the slack up. All your other symptoms fit with a crank pulley problem. If you are taking it to a garage always ask for the old parts back, and male it clear from the outset you want them back. It's a simple thing but it makes it a bit harder for the unscrupulous ones to rip you off.

Yes i think i have to agree the crank pulley when he explained looked like the problem , he had a 5 series bmw on his ramp same proplem and he showed me the pulley of that with same fault,was explaining about the rubber part of the pulley, and as for the fan its wobbling alot and u can hold it while engine is running, and its making a serious noise which turns heads when i stop the lights haha,


i was quoted €550.00 or the job plus parts the pulley is €240 and viscous is €40 does that sound rite ?
 
Eurocarparts list one for a BMW with that engine at 115 quid for a pattern one or 248 for an OEM one. OEM is original equipment manufacture so from the manufacturer that originaly makes the part. Range rover draws a blank on their site. Might be worth ringing them and getting it mail ordered.
 
I must admit my TD5 fender made similar noises you describe when the crank pulley was up the shoot. Although i didnt experience the PAS problems you described, or the battery issues. It was still charging the battery up until the moment the rubber part parted company with the metal part.

If i remember right mine cost about £250-£300 for an allmakes part and then about £150 odd for labour to fit so 550 euros is about right id say at prices these days! :eek:
