I would suggest the second one. It the slowing down bit that lends it to be the crank pullry. Viscous fans don't tend to rattle unless they are hanging off. It's easy enough for someone with the right tools to remove the viscous fan and try it. I'm keeping my money on the crank pulley.
Serpentine type belts have a self tightening effect by virtue of the way they are run, the tensioner is there really to take the slack up. All your other symptoms fit with a crank pulley problem. If you are taking it to a garage always ask for the old parts back, and male it clear from the outset you want them back. It's a simple thing but it makes it a bit harder for the unscrupulous ones to rip you off.
