I removed my tailgate card because the window was not dropping when using the handle.

I seem to have fixed it just by wigging some connections and a good spray of WD40.
It has been some time now without problems, so it is time to replace the card.

I noticed a length of rubber seal close to where I stored the card but I am unsure if it attaches to the card and if it does, where?

The rubber seal could have nothing to do with the card, I have no idea at the moment

Does anyone know if there is a rubber seal attached to the tailgate card?

TD4 2006, 5 door manual.

I think this might be the rubber seal you mean.

Could be, I will check and see if it is about the right size.

Thank you. I was really baffled and leaning toward the seal not being connected to the car.

I'm sure there's a seal on the bottom of the door card. Or may be at the side. Have you got a pic?
