I bloody wish! however neighbour saw the car, so it's been reported to the police, CID are dealing with it, i went to give them his details earlier and the call handlers words were 'it's ok I have all of his details here he's known to us' kind of says it all?

Take the fcukwit to court, get a camera and make him your bitch. Rattle his cage by leaving more feedback and then wait and see if he tries anything again then you have evidence

cctv is the way and when ####witt police come knocking it is there to "detect crime or disorder" town and country planning act cameras size and should be 10 meters apart- but don't give a #### about that
