Think the metal in your plastic/rubber bull bar will be something the consistency of and about the same tensile strength of cheese. When i had a bump in my old Disco fitted with a plastic coated proper metal bull bar the insurance company refused to fit a new replacement metal one, it had to have a plastic/rubber one. The plastic rubber ones like yours are legal. Metal ones are not. It's about pedestrian safety, so if you gave one a tup with an all metal one your insurance company could refuse to pay damages if they got snotty. I don't have one so really don't give a toss. But those who insist on having metal ones might like to familiarise themselves with the regulations or they may well have to sell their house to pay damages to some tosser who walked into their path. Don't forget that the ped is seldom blamed for a bump. It's always down to the evil driver.
