You don't need a heat gun, just test the resistance as per the video. As the led is lighting up briefly I suspect the heating element has gone.
Unless you're gonna use the hair dryer to warm the wheel up before you start driving :D
Ah, I understood that it needs to heat up to in order to check. My bad. Have not thought of heating the wheel with the hair dryer before driving, that is the fix!:D
 
I'm surprised they break, the wires don't get *that* hot. I wonder if it's a defect in the wire or hamfistedness by the driver causing a physical damage?

The previous owner may have. I handle it gently, knowing how fragile they are ;)
 
I replaced my steering wheel a few years ago because of the heater fault and I am glad I did. My circulation is crap these days so a nice warm steering wheel and working FBH is a bonus.
